Budget: New tax whistleblowing scheme lacks operational detail and focuses solely on high value cases

How will the scheme operate? It comes into force today but who is eligible, what is the process and what are the legal protections?

It looks like a banner announcement rather than a fully thought out and operational scheme. HMRC will need to publish detailed guidance before anyone can confidently use it.

The IRS scheme has paid out billions since 2006, proving its credibility. HMRC’s scheme is untested and forecasts no revenue impact for two years, which undermines confidence.

By focusing narrowly on high‑value cases, HMRC risks recovering less overall than a broader scheme would, whereas the IRS model shows that mid‑level cases can generate substantial returns.
